Overview: AVSC's Approaches and Tools to Quality Improvement

AVSC International has a long tradition of emphasizing quality in the provision of family planning and reproductive health services through informed choice, quality assurance (medical monitoring), and increased access. In the late 1980s, AVSC also began to develop a package of quality improvement approaches and tools in collaboration with our local partners. This package is continuously being refined and further developed.

The components of this package are:

COPE (Client-Oriented, Provider-Efficient services)
A low-technology technique to improve the quality of the services provided. It encourages and enables local service providers and other staff to assess their own work in order to identify problems and find effective solutions in their own facilities. The process creates involvement and ownership and the COPE tools make quality real for supervisors and staff.

Facilitative Supervision
An approach to supervision that emphasizes mentoring, joint problem solving, and two-way communication between the supervisor and those being supervised.

Whole-Site Training (WST)
An approach to training that encompasses a range of strategies and methodologies designed to address the many learning needs that are generally identified at a site through COPE or through supervisory assessment. It emphasizes teamwork. The WST approach may also include Inreach, which addresses missed opportunities to reach clients visiting the site with information about family planning or other reproductive health services.
